Richard is a project development lawyer, ranked in Chambers Canada Construction, and Chair of Osler’s Band 1-ranked National Construction & Infrastructure Practice.  

With over 25 years of experience, Richard manages contractual, procurement, and project development issues on behalf of owners, engineers, contractors, and subcontractors on Canadian and international capital projects in various industry sectors including alternative fuels, renewable energy, real estate, construction, PPP/infrastructure, mining, and health care. 

Recent mandates include giving strategic and practical advice on a number of hydrogen, pharmaceutical, and data centre projects in Québec, the City of Toronto on the Union Station Revitalization Project, revisions to construction contracts for compliance with prompt payment legislation, EPC and equipment supply contracts for transmission, wind, and solar generation projects in Ontario, Alberta, Saskatchewan, British Columbia, Québec, and Nova Scotia, mining facilities in Ontario, Manitoba, and Saskatchewan, and various environmental remediation projects.

Richard is a frequent speaker and on the Faculty of the Osgoode Certificate of Construction Law covering Advanced Issues in Construction Contracts, past executive of the Ontario Bar Association where he developed infrastructure/PPP legal education programs, past consultant to Professional Engineers Ontario (PEO) to evaluate P.Eng Professional Practice Examinations, and immediate past Chair of the International Construction Division of the American Bar Association Forum on Construction Law.  He was invited to be a fellow of the prestigious Canadian College of Construction Lawyers in 2022.

    • Northland Power in the negotiation of the EPC Contract and TSA for the North Battleford Energy Centre in Saskatchewan, and advising with respect to potential projects in Québec
    • Ontario Ministry of Energy and the Ontario Power Authority in its Request for Proposals for 2,500 MW of New Clean Generation and Demand-side Projects for the procurement of 2,235 MW of new gas-fuelled combined cycle generating facilities in various locations throughout Ontario under the terms of the Clean Energy Supply (CES) Contract, including the development of the restricted transmission sub-zones in the evaluation model, as well as the procurement of various wind farms and renewable developments under the Renewables I RFP (395 MW) and Renewables II RFP (955 MW); and in its development, in conjunction with the IESO, of the Program Rules and associated Contract for the procurement of Demand Response under the DR3 component of the OPA’s Demand Response Program; and with respect to the procurement and contract documents for a number of infrastructure projects in the power industry, including the Oakville Generating Station by TC Energy (900 MW), various co-generation projects under the Combined Heat and Power (CHP) III Request for Proposals, and the Halton Hills Generating Station by TC Energy (600 MW)
